Retired Rear Admiral James McPherson served as undersecretary of the Army and Army 's general counsel during the first Trump administration.

He says active-duty troops will be in support of Customs and Border Protection , not law enforcement.

But he says they won't be involved in a law enforcement role, but a military role of, again, repelling that invasion.

Rear Adm. James McPherson : We don't have a war going on at the southern border.

The current deployment is in support of border protection, he says.

The Insurrection Act would give the president authority to use the military in the interior of the U.S. He says that's a dangerous route we should not be taking.
