Winter Storm Harlow is spreading snow throughout the Ohio Valley and will track into the mid-Atlantic later today.

It's the first of what could be three winter storms to affect the country through this weekend .

Washington , D.C. Mayor Muriel Bowser is issuing a cold weather emergency.

The flood risk in Tennessee will increase throughout the week with 8 inches of rainfall possible by Sunday .

Winter Storm Iliana will spread snow and ice into the Midwest , Great Lakes and mid-Atlantic on Wednesday before moving up to Boston and New York City Wednesday night into Thursday with snow and a wintry mix before changing over to rain.

A winter storm warning is in effect through Wednesday morning and the area could get more than 4 inches of snow.

A snow emergency will go into effect at 6:30 p.m. in Washington , D.C. , and a snow emergency has been declared in effect for the city.

A state of disaster emergency is also in effect in Kansas , where officials are urging people to stay off the road and to avoid travel.
