Donald Trump signed an executive order imposing 25 per cent tariffs on most Canadian goods ( 10 per cent on energy) beginning Tuesday .
Trudeau responded by imposed tariffs on about one-fifth of U.S. imports to Canada , with a promise to impose tariffs on remaining imports within three weeks .
Trump 's self-image is so inflated that he may believe he can succeed where everyone else has failed at using tariffs to grow his country's domestic economy.
